Russian Academic Developing Brain Chips Is Possible In Russia, But Needs Legal Regulation


Babin, head of the Institute of Automation and Electrical Measurement at the Siberian Branch of the Russian Academy of Sciences, said in a statement to TASS:
“I don’t see any fundamental limitations here if you can transmit the signal to the brain via the synapses of neurons. It is known that neural networks exist in our bodies, which means they can be controlled. But there are many legislative problems, and this field must first be regulated to avoid mistakes, understand the consequences and put them within specific frameworks.”

Babin pointed out that artificial intelligence is capable of learning in a way similar to the human brain, stressing that such a neural interface is possible, but this trend has not yet appeared on the ground.

For his part, Russian sociologist and legal expert Andrei Medoshevsky explained that the technology of implanting neural chips represents one of the stages of the development of biorobotics, noting that human interaction with technology has continued since ancient times but has become intense in the modern era.

Medushevsky said, on the sidelines of the Round Table Symposium on Human Rights in the Era of Neurobiotechnology, which was held at the Russian State University of Novosibirsk, “Digitalization is part of the creation of biobots. Ethically, it is important to understand what is being put into the foundation, because you can create an ideal killer or an ideal doctor. This technology gives tremendous progress, but at the same time it carries great risks because it may destroy everything in its path.”

It is noteworthy that the company “Neuralink”, which was founded by Elon Musk in July 2016, is working on developing chips that can be implanted in the human brain. Musk believes that these devices will allow humans to become cyborgs (a cybernetic being) capable of competing with artificial intelligence, and will also help to learn to control computers with the power of thought. It is known that 10 patients have had Neuralink chips implanted in their brains so far, while other technology companies are also investing in this field.
